Who needs this permit?
A zoological park, scientific society, or museum that meets the definition of “public” in 50 CFR 10.12 needs this permit to transport dead bald eagles, golden eagles, or their parts under the Bald and Golden Eagle Protection Act (BGEPA) into the United States (US) for scientific or exhibition purposes.
This permit covers the international transport of parts from bald eagles or golden eagles of international origin.

Notes: This permit does not cover:
- The international transport of parts from bald eagles or golden eagles that originate in the US. For this activity, use Form 3-200-69.
- The international transport of parts from bald eagles or golden eagles for Native American religious purposes. For this activity, use Form 3-200-70.
What do I need to apply?
You must attach these to your application:
- Copies of your Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) export permit from the exporting country and permit 3-200-69.
- Copies of applicable State or Tribal permits/authorizations required for your activity. If you do not currently hold these permissions, indicate if you have applied or will apply.
- Documentation or other evidence that the item was legally acquired and any available information on the origin/history of the item.
- Documentation showing you meet the definition of “public” per 50 CFR 10.12: a museum, zoological park, or scientific/educational institution that is open to the general public and is either established, maintained, and operated as a governmental service or is privately endowed and organized but not operated for profit.
- A completed Section E of the 3-200-82 form. Please ensure that the attached form is valid and has not expired.
Is there a fee?
Yes. The fee to apply is $75.
Federal, Tribal, State, and local government agencies, and those acting on behalf of such agencies, are exempt from the processing fee (documentation may be required).
When does it expire?
This permit is valid for 5 years after which you must submit a renewal application at least 30 days before it expires.
Are there reporting requirements?
Yes. Keep a record of your activities because you must submit an annual report by January 31st of each year.
What else do I need to know?
- Dead Eagles: Only “dead” eagle specimens and parts are authorized under this permit. Live eagles or viable eagle eggs cannot be transported into or out of the US.
- Temporary Basis: Authorized items may remain in the US temporarily; permanent importation is not allowed.
- Transfer of Ownership: The items may not change ownership. The items must be returned to the sender at the conclusion of the project/exhibit unchanged.
- Transporting Other Protected Migratory Birds: You may include species such as songbirds or hawks protected under the Migratory Bird Treaty Act (MBTA) in addition to bald eagle or golden eagle parts in your 3-200-82 application.
- Designated Wildlife Ports: All wildlife shipments must enter and exit the United States through a wildlife port designated in 50 CFR 14.12, unless you have a separate exception to designated port permit issued by the Office of Law Enforcement under 50 CFR 14.
