8.1 Redelegation. The authority delegated to the Director pursuant to 242 DM 2 (also published as 031 FW 2) and 205 DM 5-6 as they pertain to financial management is redelegated below.

8.2 Imprest Funds.

A. Locations and Amounts. Regional Directors and the Assistant Director - Policy, Budget and Administration are authorized to determine the locations and amounts of imprest funds (205 DM 6.1). This authority may not be redelegated below the Finance Officers in the Regional and Headquarters Offices.

B. Cashiers. Regional Directors and the Assistant Director, Policy, Budget and Administration are authorized to request the designation of imprest fund cashiers. These requests will be forwarded through the Division of Finance to the Department of the Treasury (205 DM 6.1). This authority may not be redelegated below the Finance Officers in the Regional and Headquarters Offices.

C. Reimbursement Claims. Regional and Assistant Directors are authorized to approve claim forms for imprest fund reimbursement of cash purchases; e.g. small purchases and local transportation costs.

8.3 Certifying Officers. Regional Directors and the Assistant Director - Policy, Budget and Administration are authorized to designate, in writing, certifying officers under 31 U.S.C. 82b and under servicing agreements with other Federal establishments (205 DM 6.6). A copy of any such designations, including changes and revocations, will be provided to the Division of Finance.

8.4 Certification of Telephone Calls. Regional And Assistant Directors are authorized to make certifications for long-distance telephone calls to the effect that the use of the telephone was necessary in the interest of the Government pursuant to 31 U.S.C. 680a (205 DM 5.4).

8.5 Statistical Sampling.

A. Authority. The Assistant Director - Policy, Budget and Administration is authorized to prescribe the use of adequate and effective statistical sampling procedures in the prepayment examination of disbursement vouchers for amounts not in excess of $2,500, provided that economies will result therefrom pursuant to 31 U.S.C. 3521B (205 DM 6.10).

B. Limitations. This authority is subject to the following limitations:

(1) Statistical sampling procedures must conform to the guidance in Title 3, GAO Manual (205 DM 6.10A).

(2) Cost-benefit analyses must show that economies will result by use of the monetary limit selected (205 DM 6.10B).

8.6 Disbursing Officers.

A. Bureau Authority. The Assistant Director - Policy, Budget and Administration is authorized to request approval by the Department of Treasury Chief Disbursing Officer for the establishment of Assistant, Alternate, and Deputy Assistant Disbursing Officer positions at specific locations pursuant to 5 U.S.C. 301, 31 U.S.C. 492c and 43 U.S.C. 1457 (205 DM 6.8A).

B. Individual Designations. Regional Directors and the Assistant Director - Policy, Budget and Administration are authorized to recommend individuals to Department of the Treasury Regional Disbursing officers (RDO) for designation, revocation, or changes as Assistant, Alternate, and Deputy Assistant Disbursing Officers. Whenever such a designated Disbursing Officer is to cease operations, the Office of Financial Management in the Office of the Secretary and the servicing RDO will be advised at least 30 days in advance (205 DM 6.8A-C).

8.7 Collection Officers. Regional Directors and the Assistant Director - Policy, Budget and Administration are authorized to designate, in writing, collection officers pursuant to 5 U.S.C. 301, 43 U.S.C. 1457, and Title 7 GAO Manual - Collections (205 DM 6.7). A copy of such designations, including changes and revocations, will be provided to the Division of Finance.

8.8 Collection of Erroneous Payments Made to Employees.

A. Determinations. Regional Directors and the Assistant Director - Policy, Budget and Administration are authorized to determine whether an erroneous payment has been made to an employee (paid under Federal funds), whether the employee is indebted to the United States as a result of such payment, and establish a plan under which the indebtedness will be recovered pursuant to 5 U.S.C. 5514 and 344 DM 8 (205 DM 6.4A).

B. Reviews. Regional Directors and the Assistant Director - Policy, Budget and Administration are authorized to review any objections of an employee to the determination of indebtedness or to the proposed plan of repayment, and upon conclusion that the determination is correct, concur in or establish a modified plan for repayment (205 DM 6.4B). This authority may not be redelegated.
