Cortez Rohr, deputy refuge manager at Red Rock Lakes Refuge in Montana, adjusts release gates on the Lower Red Rock Lake water control structure. Water levels at the refuge are regulated to provide increased hemi-marsh habitat for returning spring migrating waterfowl and shorebirds, ensure early trumpeter swan nesting success, facilitate later nesting success of ducks and geese, provide a staging area for fall migrating waterfowl, and to remain in compliance with water rights agreements.
