In 1985, when Florence LaRiviere discovered that wetlands species were still being lost in South Bay, she formed a new organization at her kitchen table, the Citizens Committee to Complete the Refuge that after a long, arduous journey, led to the creation of the Don Edwards - San Francisco Bay National Wildlife Refuge.
