Much of the refuge is best experienced by boat along the Roanoke River. Public boat ramps providing access to the Roanoke River are available in Hamilton, Williamston, Jamesville, Plymouth, off Hwy 13/17, and off Hwy 45. There is also a canoe/kayak launch at Moratoc Park, located just upstream of the Williamston boat ramp. At high water, refuge regulations permit canoeing in the backswamps.
