Apply to Join the E-Stamp Program (for State Wildlife Agencies Only)

Federal Migratory Bird Hunting and Conservation Stamps (Duck Stamps) have played a critical role in improving public access to and advancing wetlands conservation nationwide. Hunters, conservationists, photographers, and outdoor enthusiasts buy these stamps not just to hunt, but as valuable and collectable pieces of art. It's one of the easiest ways that every person can support habitat conservation, and many states have offered their constituents opportunities to purchase Duck Stamps through their online licensing system for years. Sales of more than 1.1 million E-Stamps in 2025 alone demonstrate strong public demand for this service.

Electronic purchases of the Federal Duck Stamp (E-Stamp) allow customers the ability to purchase a Federal Duck Stamp 24/7 from the convenience of their electronic devices. Anyone, anywhere, can purchase an E-Stamp from any of the 30 enrolled states (see list of states below) and through Amplex at duckstamp.com. Customers pay a federal convenience fee to purchase E-Stamps and all physical stamps are distributed to the customer by the Service’s Duck Stamp distributor at the end of the migratory bird hunting season. The Service is not responsible for additional service fees imposed by the state but does request that states provide transparency for any additional fees they charge their customers.

However, the E-Stamp Program was greatly modified by the Duck Stamp Modernization Act of 2023. Since its passage we have been working with states to sell E-Stamps under temporary authorization. Our Solicitors have requested formal updates to each Memorandum of Understanding (MOU) issued to participating states. These modifications are substantial enough that all states—whether currently participating or newly applying—must submit a new application to ensure alignment with the revised statutory requirements and administrative procedures.

Accordingly, we are initiating a reapplication process for current state partners and opening the program to states that do not yet offer the E-Stamp. This process will confirm eligibility under the revised program framework and ensure consistency, compliance, and accountability across all participating states.

States that have already been participating in the E-Stamp Program will be prioritized for application review. After your application is reviewed, the Service will contact your agency to finalize the new MOU and confirm eligibility for continued participation in the program. Our intent is to have these MOUs finalized with each state in time for the release of the new 2026-2027 Duck Stamp on July 1, 2026.

States that do not apply by the deadline, or choose not to offer the Federal Duck Stamp through their online licensing systems, may continue to direct customers to purchase E-Stamps through Amplex (duckstamp.com) or obtain physical stamps from the U.S. Postal Service or other authorized consignees.
