Neotropical Migratory Bird Conservation Act

The Neotropical Migratory Bird Conservation Act authorizes grants for the conservation of neotropical migratory birds in the United States and Latin America and the Caribbean, with 75 percent of the amounts made available to be expended on projects outside the United States. The funds are to be a sub-account of the Multinational Species Conservation Fund. Title III of P.L. 109-363, reauthorized appropriations for the Neotropical Migratory Bird Conservation Act.

(P.L. 106-247) The act provides grants to countries in Latin America and the Carribean, and the United States for the conservation of neotropical migratory birds that winter south of the border and summer in North America. The law creates a competitive grants program to be administered by the Secretary of the Interior, through the Director of the Fish and Wildlife Service. The authorization of appropriations is $5 million per year through 2003, with 3% or $80,000, whichever is greater, allocated for administration. At least 75% of the funds must be spent outside of the United States and the non-federal match is 3 to 1. The law encourages habitat protection, education, researching, monitoring, and capacity building to provide for the long-term protection of neotropical migratory birds.
