Red Wolves in North Carolina and Tennessee; Revision of the Special Rule for Nonessential Experimental Populations; Final Rule

The Service amends the special rule for the nonessential experimental populations of red wolves (Canis rufus) in North Carolina and Tennessee to; revise and clarify the incidental take provision; apply the incidental take provision to both reintroduced populations; revise the livestock owner take provision; apply the livestock owner take provisions to both reintroduced populations; add harassment and take provisions for red wolves on private property; revise and clarify the vaccination and recapture provision; and apply the same taking (including harassment) provisions to red wolves outside the experimental population area, except for reporting requirements.
