On August 19, 2022, the U.S. Fish and Wildlife Service (FWS) issued an Action Memorandum selecting a non-time-critical removal action for Operable Unit 3 (OU3) of the San Diego Bay National Wildlife Refuge site under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). The purpose of the removal action is to address unacceptable risks to human health and the environment posed by hazardous substances in fill material placed into the F&G Street Marsh in the 1960s and 1970s. FWS’ selection decision was based on the administrative record for OU3 and was made in accordance with CERCLA and the National Oil and Hazardous Substances Pollution Contingency Plan (NCP).

The selected removal action involves the excavation and off-site disposal of all fill material contaminated with contaminants of concern (COCs) at concentrations that exceed the cleanup goals established for OU3 in the Engineering Evaluation and Cost Analysis (EE/CA). The volume of contaminated material to be removed at OU3 is approximately 17,900 cubic yards (25,000 tons). The slopes and sidewalls created by the excavation will be graded and replanted with native vegetation to prevent erosion. The estimated cost of the removal action is $4,200,000.

FWS is now preparing to conduct a pre-design investigation (PDI) at the F&G Street Marsh to better delineate the areas that will need to be excavated. Following the completion of the PDI, the removal action will be implemented in accordance with detailed work plans prepared by FWS. FWS anticipates that the removal action will be implemented over a period of approximately three months. FWS will continue to keep the public informed about progress at the site.
