3-200-33: Export of Artificially Propagated Plants (Single and Multiple Commercial Shipments)

This application is for the commercial export of cultivated specimens of CITES-listed plants (i.e., species, hybrids, cultivars) that meet the criteria of artificial propagation, as defined by CITES Resolution Conf. 11.11 (Rev. CoP18). All plant taxa names must be published in a recognized scientific journal or a reference that has been adopted by CITES.  

Master files may be obtained for nurseries or other overarching programs that require multiple commercial exports. If the permittee meets all criteria under CITES, a master file may be authorized for at least one year, not to exceed 3. A master file will allow the permittee to obtain a number of single-use CITES export documents (at a cost of $5 each) for approved taxa. You would apply separately for individual, partially complete permits which you would customize for each shipment using 3-200-74.

You must wait for a Master File to be established, renewed, or amended, prior to applying for individual, partially complete permits. You will be notified that your Master File is valid so you can apply for the permits associated with your Master File.

This Application Should Not Be Used To:
 

  • Request authorization to re-export artificially propagated plants; export or re-export of wild-collected plants or plant materials; or for exports or re-exports of plant products (e.g., extracts, powders); submit application form 3-200-32.  
  • Request authorization for plants listed in the Endangered Species Act; submit application form 3-200-36.  
  • Request authorization for the import of wild collected CITES Appendix I plants; submit application form 3-200-35.  

To Complete This Form You Will Need the Following:

  • Provide copies of your United States Department of Agriculture Protected Plant Permit and State permits related to the propagation of plants and their subsequent export. 
  • Labeled photographs of your growing facilities, parental stock, and plants intended for shipment 
  • All applicable information to support acquisition of parental stock listed in inventory table(s). 
  • Please note in addition to obtaining this permit for your proposed activity, for any commercial activity you will need to obtain an import / export license from our Office of Law Enforcement.
