A Special Use Permit is required for any non-FWS directed research or other proposed use of the Refuge.

Any activity conducted off-trails on Seal Beach NWR is illegal. In order to conduct research or any other activity off-trail, please contact the Deputy Project Leader Jill Terp at Jill_Terp@fws.gov or 619-719-8579.

Permits provide a means to balance use and conservation of protected species. The U.S. Fish & Wildlife Service developed a vision and action plan, "Leaving a Lasting Legacy: Permits as a Conservation Tool," to promote long-term conservation of animals, plants, and their habitats, and encourage joint stewardship with others.
