20th meeting of the Conference of the Parties

For each meeting of the Conference of the Parties to CITES, we solicit and consider public input in drafting U.S. submissions and negotiating positions, including through Federal Register notices, website postings, and public meetings. Federal Register notices pertaining to CITES CoP20 are posted here.

November 20, 2025: FWS–HQ–IA–2024–0033 Conference of the Parties to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES); Twentieth Regular Meeting; Tentative U.S. Negotiating Positions for Agenda Items and Species Proposals Submitted by Foreign Governments, the permanent CITES Committees, and the CITES Secretariat. This notice announces the availability of tentative U.S. negotiating positions on proposed resolutions, decisions, and amendments to the CITES appendices (species proposals), as well as other agenda items that have been submitted by other parties, the permanent CITES committees, and the CITES Secretariat for consideration at CoP20. With this notice, we announces that we will publish a summary of the U.S. proposed negotiating positions and supporting rationales no later than November 18, 2025, at https://www.fws.gov/international-affairs/cites/cop20.

August 18, 2025: FWS-HQ-IA-2024-0033 Conference of the Parties to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES); Twentieth Regular Meeting; Provisional Agenda; Announcement of Public Meeting. With this notice, we share the provisional agenda for the 20th meeting of the Conference of the Parties to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES CoP20), solicit comments on the items on the provisional agenda, and announce a public meeting to seek comments on the items included in the provisional agenda. The public meeting will be held on September 10, 2025, at 1:00 p.m. EDT in the Stewart Lee Udall Department of the Interior Building at 1849 C Street NW, Washington, DC 20240. If you plan to attend the meeting, please register and indicate whether you intend to provide comments during the meeting.

We invite your comments and information on these potential proposals and working documents by Monday, January 27, 2025 (corrected date). An extended table, available on our website, describes in detail the taxa being considered and explains the rationale for the United States' current thinking.
