CoP19 U.S. Submissions

Species Proposals Supported by the United States for CoP19:

The United States is pleased to announce our sponsorship* and co-sponsorship of the following proposals to amend CITES Appendices I and II, in accordance with the provisions of Article XV, paragraph 1:

Fauna 

Aleutian Cackling Goose (Branta canadensis leucopareia): proposal to transfer the species from Appendix I to Appendix II

Straw-headed bulbul (Pycnonotus zeylanicus): proposal to transfer the species from Appendix II to Appendix I (this proposal is being co-sponsored by Singapore and the United States, and submitted by Singapore)

Short-tailed Albatross (Phoebastria albatrus):proposal to transfer the species from Appendix I to Appendix II

Desert horned lizard (Phrynosoma platyrhinos):proposal to include the species in Appendix II

Puerto Rican boa (Epicrates inornatus):proposal to transfer the species from Appendix I to Appendix II

Timber rattlesnake (Crotalus horridus): proposal to include the species in Appendix II

Big-headed map turtles (Graptemys barbouri, Graptemys ernsti, Graptemys gibbonsi, Graptemys pearlensis, and Graptemys pulchra): proposal to transfer these five species of Graptemys spp. from Appendix III to Appendix II

Alligator snapping turtle and common snapping turtle (Macrochelys temminckii and Chelydra serpentina): proposal to transfer these two species from Appendix III to Appendix II

Mud turtles (Kinosternon spp.): proposal to include 20 species in the genus in Appendix II and two in Appendix I (this proposal is being co-sponsored by Colombia, El Salvador, Mexico, and the United States, and submitted by Mexico)

Musk turtles (Sternotherus spp.): proposal to include the genus in Appendix II

Softshell turtles (Apalone spp. not including subspecies already in Appendix I): proposal to transfer the genus from Appendix III to Appendix II

Glass frogs (Family Centrolenidae): proposal to include the family in Appendix II (this proposal is being co-sponsored by Costa Rica and the United States, and submitted by Costa Rica)

Redfish sea cucumbers (Thelenota spp. [3 species]): proposal to include these species in Appendix II (this proposal is being co-sponsored by the European Union and the United States, and submitted by the European Union)

Flora 

Rhodiola spp. (58 species): proposal to include the genus in Appendix II with Annotation #2 (this proposal is being co-sponsored by the European Union and the United States, and submitted by the European Union)

In addition to the above proposals to amend the CITES Appendices, the United States is pleased to submit the following documents for inclusion in the CoP19 agenda: 

Registration of operations that breed Appendix-I animal species in captivity for commercial purposes: document proposing amendments to Resolution Conf. 12.10 (Rev. CoP15) on Registration of operations that breed Appendix-I animal species in captivity for commercial purposes and draft decisions directing the Secretariat to update the Register to clearly show the type of product(s) approved for each registered operation (submitted by the United States)

Review of the National Ivory Action Plan Process: document proposing draft decisions initiating a review of the National Ivory Action Plan Process (this document is being co-sponsored by Senegal and the United States, and submitted by the United States) 

Transport of live specimens: document titled “Transport of Live Specimens: Improving Implementation of the Transport Regulations,” which proposes draft decisions directed to the Animal and Plants Committees and the Secretariat, along with draft amendments to Resolution Conf. 10.21 (Rev. CoP16) on Transport of live specimens (this document is being co-sponsored by Canada, Liberia, Mexico, Niger, Nigeria, Senegal, and the United States and submitted by the United States) 

Conservation of and international trade in seahorses: document titled, “Seahorses (Hippocampus spp.) in CITES – Next steps toward successful implementation of Appendix-II listing of Seahorses,” which proposes draft decisions directed to the Animals Committee (this document is being co-sponsored by the Maldives, Peru, Senegal, Sri Lanka, the United Kingdom of Great Britain and Northern Ireland, and the United States, and submitted by the United States) 

Totoaba (Totoaba macdonaldi): document titled “Totoaba (Totoaba macdonaldi): Renewed and updated Decisions for CoP19,” which proposes draft decisions directed to the Parties, Mexico, the Secretariat, and the Standing Committee to renew and update Decisions 18.292-18.295 (submitted by the United States)

Conservation of marine turtles: document proposing a draft resolution on the Conservation of marine turtles (this document is being co-sponsored by Colombia, Costa Rica, Peru, and the United States, and submitted by the United States)
