3-200-69: Transport of Bald & Golden Eagles from U.S. for Scientific / Exhibition Purposes (CITES)

This application is for a permit under the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) and the Bald Eagle and Golden Eagle Protection Act (BGEPA) for the transport from the United States of bald eagle (Haliaeetus leucocephalus) or golden eagle (Aquila chrysaetos) parts for scientific or exhibition purposes.  

Who Needs It

BGEPA regulations provide that bald and golden eagle items may be transported out of the United States on a temporary basis. The item may not change ownership and the same items, unchanged, must be returned to the sender in the United States at the conclusion of the exhibit/project. If you will be transporting any other species listed under CITES (e.g., river otter), or other species listed under the Migratory Bird Treaty Act (e.g., songbird, hawk), in addition to bald or golden eagle parts, you may include them in this application.

What is covered by this permit?

Transport of Bald and Golden Eagles of U.S. origin for Scientific or exhibition purposes are covered by this permit.

What is not covered by this permit?

  • Transport of Bald and Golden Eagles of non-U.S. origin for scientific and exhibition purposes must use form 3-200-82.
  • For Native American religious purposes, please use form 3-200-70.

To Complete This Form You Will Need the Following:

  • For Export: Documentation or other evidence that the specimen/item was lawfully acquired and any available information on the origin of the specimen/item. If applicable, a copy of the accession record(s) for the specimen(s)/item(s).
  • For Re-export: A copy of the validated foreign CITES export or re-export document [cancelled by Office of Law Enforcement (OLE)] issued by the appropriate CITES office in the country from which the wildlife was imported, and a copy of the Wildlife Declaration (Form 3-177), stamped cleared by OLE.
