The U.S. Fish and Wildlife Service has issued a Finding of No Significant Impact for a fall Chinook salmon acclimation facility at Russell Bar.
The U.S. Fish and Wildlife Service (USFWS) Lower Snake River Compensation Plan (LSRCP) has evaluated a proposed project for the Nez Perce Tribe (NPT), in conjunction with the Bureau of Land Management (BLM), to construct and operate a fall Chinook salmon acclimation facility at Russell Bar. The USFWS-LSRCP administers the Fall Chinook Acclimation Program, which is operated by the NPT. The lead federal agency, the BLM, in cooperation with the cooperating agency, USFWS-LSRCP, has prepared an Environmental Assessment (EA) to disclose and analyze the environmental consequences of funding and granting a right-of-way (ROW) for the construction and operation of the fall Chinook salmon acclimation facility as proposed by the NPT. USFWS is required under the National Environmental Policy Act (NEPA) to assess the potential environmental effects related to USFWS’s funding of the project and determine whether these potential impacts are not significant, allowing the agency to rely on the EA and issue a Finding of No Significant Impact (FONSI). The USFWS has prepared and signed a Finding of No Significant Impact (FONSI) for the project on May 11, 2026. The FONSI and Final EA can be found here.
