The U.S. Fish and Wildlife Service, Koniag, Inc., and the State of Alaska finalized an easement agreement in November 2002 that provides free public access to 57,500 acres of easement land within the boundaries of Kodiak National Wildlife Refuge. This agreement affects access to the Karluk River king salmon sport fishery.
A free public use permit will be required for recreational activities on 12,250 acres of easement land within one-half mile of the Karluk River and lakeshore.
