3.1 Purpose. The purpose of this chapter is to issue specific redelegations from the Director to the Regional Director, Legacy Region 3 (which is also Interior Region 3).
3.2 Coastal Barriers.
A. A. Delegation. The Regional Director, Region 3, is delegated authority for interagency and intra-Service consultations under section 6 of the Coastal Barrier Resources Act (CBRA), as amended by the Coastal Barrier Improvement Act (CBIA). (See 651 FW 1.)
B. Limitations.
(1) The Regional Director may issue final consultation comments under section 6 of the CBRA and CBIA for activities that do not specifically require Service Headquarters, other Federal agency headquarters, or Office of Management and Budget involvement on such activities. The Assistant Director - Ecological Services may be consulted to aid in determining if specific projects require Headquarters approval.
(2) If authority delegated as shown in 3.2A is redelegated to Assistant Regional Directors or Supervisors, copies of such delegations should be provided to the Assistant Director - Ecological Services.
