This memorandum represents the U.S. Fish and Wildlife Service's (Service) intra-Service conference opinion on the proposed amendment to the Oklahoma Department of Wildlife Conservation’s (ODWC) section 10(a)(1)(A) Enhancement of Survival Permit (Permit) associated with an amendment to their existing Oklahoma Agricultural Candidate Conservation Agreement with Assurances (CCAA), pursuant to section 7 of the Endangered Species Act of 1973, as amended (16 USC 1531 et seq; Act).
