6.1 Purpose. The purpose of this chapter is to issue specific redelegations from the Director to the Assistant Director - Refuges and Wildlife.

6.2 Antiquities and Archaeological Resources Protection Acts. The Assistant Director may sign recommendations for approval or denial of applications for permits pursuant to these acts. This authority may be redelegated to the Service Historic Preservation Officer.

6.3 National Historic Preservation Act. The Assistant Director may sign nominations for Service-controlled properties to be placed on the National Register of Historic Places. This authority may be delegated to the Service Historic Preservation Officer.

6.4 Migratory Bird Treaty Act. The Assistant Director may issue, modify, suspend, and revoke permits and exemptions issuable under authority of the Migratory Bird Treaty Act, 16 U.S.C. 703-711.

6.5 Bald Eagle Protection Act. The Assistant Director may exercise all of the authority of the Director regarding eagle permits.

6.6 Import/Export Licenses. The Assistant Director may issue, modify, suspend, revoke and deny import/export licenses pursuant to 50 CFR 14.

6.7 Bonding. The Assistant Director is authorized to accept surety bonds or other security, in accordance with applicable Service directives and 50 CFR, to secure the release of fish and wildlife seized under authority of pertinent provisions of the Lacey Act, 16 U.S.C. 3371-3378; Endangered Species Act of 1973, 16 U.S.C. 1531-1543; and Marine Mammals Protection Act of 1972, 16 U.S.C. 1361-1384, 1401-1407.

6.8 Law Enforcement Operations. Subject to applicable Service directives, the Assistant Director may authorize and approve the following:

A. Undercover Projects. Conduct of undercover law enforcement projects.

B. Payments. Payments, in aggregate total not exceeding statutory limitations, for information or evidence concerning violations of laws administered by the Service, and for confidential miscellaneous or emergency purposes for law enforcement activities.
