Refuges staff attach an anchor to the base of a Voluntary Waterfowl Avoidance Area which will be deployed in the La Crosse District of the Upper Mississippi River National Wildlife and Fish Refuge. Boaters are asked to avoid the area within the buoys for about a month from mid-October to mid-November to give waterfowl a safe space to rest and refuel during the fall migration.
