Mr. Greenwalt had been serving as Director of the Fish and Wildlife Service/Bureau of Sport Fisheries and Wildlife since the previous October; this ceremony came about due to Act of Congress in April 1974 redesignating the Bureau of Sport Fisheries and Wildlife as the U.S. Fish and Wildlife Service, and provided that it's Director be a presidential appointee subject to confirmation by the Senate. Previously, the Director had been appointed by the Secretary of the Interior.
