In 1941, President Franklin D. Roosevelt responded to a declining number of brown bears on Kodiak Island by establishing the nearly 2-million acre Kodiak National Wildlife Refuge, “for the purpose of protecting the natural feeding and breeding range of the brown bears and other wildlife on Uganik and Kodiak Islands, Alaska.”
