Director's Memo: Guidance for the Establishment, Use, and Operation of Conservation Banks

This memorandum transmits guidance that will help U.S. Fish and Wildlife Service (Service) personnel evaluate proposals to establish conservation banks. This guidance provides a collaborative incentive-based approach to endangered species conservation, which if used in coordination with other tools available to the Service, can aid in the recovery of the species.
