Bruce Stollberg, Manager of Loess Bluffs (at the time called Squaw Creek) National Wildlife Refuge, Mound City, Missouri, Kelly and Charles Scarbrough, farmer-permittees on the refuge, figuring the division of corn crop being harvested on the refuge. The government's portion of the crop will be permitted to stand as food for waterfowl and other wildlife, while the farmers who are permitted to farm on the refuge lands will be allowed to keep their portion.
