The Lead-Free Hunting Ammunition Incentive Program helps hunters at 26 participating national wildlife refuges offset the cost of switching to lead-free ammunition. If your application is approved, you may receive a gift card for up to $50 per box of rifle ammunition or $25 per box for shotgun or muzzleloader ammunition, for up to two boxes.

Before you begin

This application takes about 10 minutes. Please have the following ready — you will upload photos or scans of each item during the application:

  • Your lead-free ammunition box(es) — a photo showing the brand, type, and grain weight or shot size (usually on the side panel).
  • Your purchase receipt(s) — dated June 1, 2026 or later. Earlier purchases are not eligible.
  • Your refuge hunting permit or confirmation — required at most participating refuges. Self-certification is accepted at Cape May NWR, Silvio O. Conte NWR, and Trempealeau NWR (North Zone). At Camas NWR, tribal members exercising treaty rights may use a typed self-certification in place of a permit.
  • An email address — for program follow-up and optional e-card delivery.

The program is available at the following refuges in 2026:

  • Baca National Wildlife Refuge (CO) – Elk
  • Blackwater National Wildlife Refuge (MD) – Any Deer and Turkey
  • Caddo Lake National Wildlife Refuge (TX) – White-tailed Deer
  • Camas National Wildlife Refuge (ID) – Antlerless Elk
  • Canaan Valley National Wildlife Refuge (WV) – All hunted species (excluding waterfowl)
  • Cape May National Wildlife Refuge (NJ) – White-tailed Deer
  • Desert National Wildlife Refuge (NV) – Bighorn Sheep
  • Eastern Neck National Wildlife Refuge (MD) – Turkey and White-tailed Deer
  • Forsythe National Wildlife Refuge (NJ) – White-tailed Deer
  • Great Bay National Wildlife Refuge (NH) – Turkey and White-tailed Deer
  • Lacreek National Wildlife Refuge (SD) – Any Deer
  • Missisquoi National Wildlife Refuge (VT) – White-tailed Deer
  • Monte Vista National Wildlife Refuge (CO) – Elk
  • Montezuma National Wildlife Refuge (NY) – White-tailed Deer
  • Ninigret National Wildlife Refuge (RI) – White-tailed Deer
  • Parker River National Wildlife Refuge (MA) – White-tailed Deer
  • Patuxent National Wildlife Refuge (MD) – White-tailed Deer

  • William L. Finley National Wildlife Refuge (OR) – Elk

Reloaders: Eligible for up to $100 in components for two boxes of rifle ammunition or $50 for two boxes of shotgun ammunition.

Privacy Act Statement

Authority: The information requested is authorized by the National Wildlife Refuge System Administration Act (16 U.S.C. 668dd-ee) as amended and the Refuge Recreation Act (16 U.S.C. 460k – 460k-4, 640K-3, & 664).

Purpose: The collection of personal information is to verify that an individual is eligible to receive a permit to conduct monitored activity on areas within the National Wildlife Refuge System, national fish hatcheries, and other conservation areas administered by the Secretary of the Interior for fish and wildlife purposes.

Routine Uses: The information will be used to verify permit status, provide permittees with permit-related information, and monitor activities conducted under a permit. This information may be shared in accordance with the Privacy Act of 1974 and the routine uses listed in the System of Records Notices: FWS-5 National Wildlife Refuge Special Use Permits; FWS-21 Permits System; FWS-10 National Fish Hatchery Special Use Permits.

Disclosure: Providing the information is voluntary; however, failure to disclose the requested information may be sufficient cause for revocation of a permit.
