Black Coulee National Wildlife Refuge is a land of rolling mixed-grass prairie with major drainages running in a northeasterly direction, and with a 173 acre reservoir. Black Coulee Reservoir provides water for migratory birds as well as nesting and brood-rearing habitat. It also serves as an important migration stop-over in the spring and fall.
Accepting Public Comments on Proposed Hunt Program Changes

The refuge is seeking public review and comment on a proposed hunting plan that would open snipe on 643 acres. The public is invited to review the draft documents, including the minor amendment to the Bowdoin NWR Complex’s Comprehensive Conservation Plan, compatibility determination, and NEPA compliance documentation. The draft documents are available through the Federal Register docket number: FWS-HQ-NWRS-2025-0031.

The comment period will stay open for 45-days from May 15 through June 30, 2025. Please submit your comments directly through the Federal Register.
