Hart Mountain National Antelope Refuge's general brochure is available for downloading from the website and is also available at the Visitor Center and the entry kiosks.  If passing through Lakeview, Oregon, it can be picked up at the Complex Headquarters during business hours as well, 20995 Rabbit Hill Road, Lakeview, OR 97630.

This (11 inches x 14 inches) map is often referred to Hart Mountain's tear sheet and contains the refuge map, regulations, and campground information.

It may be downloaded ahead of time and may be available at the Visitor Center when staffed and at the Complex Headquarters, 20995 Rabbit Hill Road, Lakeview, OR 97630 during business hours.
