Backpacking
Free Permit Required
Free backpacking permit for the backcountry can be downloaded before you go.
Download a free permit or pick up a backcountry permit at the Refuge Complex Headquarters at 20995 Rabbit Hill Road, Lakeview, Oregon from Monday-Friday between 8 a.m. - 4:30 p.m. or on site at the refuge headquarters (visitor center) when open as hours are intermittent. See our rules and regulations when planning your outback escape into the backcountry. You may complete it ahead of time and email it to the refuge at sheldon-hart@fws.gov. Be sure to print a copy and place bottom section face-up on vehicle dashboard.
Otherwise, completely fill out both top and bottom sections of the permit. Be sure each individual signs and dates each section. Maximum four individuals per permit; if there are more than four people per party, fill out additional permits as needed. Please tear at double line - leave top section at the refuge or send to the address above. Take the bottom section with you and leave face-up on the dashboard of your vehicle.
Rules and Regulations
Permittee(s) will follow all refuge public use regulations plus the following:
- No camping within .5 miles of any open road and the permitee’s vehicle.
- No camping within 200 feet of water.
- Pack out all trash - "Pack it in, pack it out".

Safety
Remember, the refuge covers a very remote and rugged expanse of the Great Basin high desert. Emergency services, roadside assistance, cell phone coverage and extra supplies are not readily available. Plan your safety accordingly. There are very limited water sources. It is advisable to filter or treat water before use.
