The refuge manages a diverse visitor services program that provides opportunities for wildlife observation, nature photography, nature interpretation, and environmental education. Staff-guided or self-guided environmental education opportunities are also available at the San Joaquin River NWR. The Pelican nature trail and Beckwith Wildlife Observation Area both provide opportunities for photography any time of year. The Beckwith wildlife observation area is some distance from the wildlife, so telephoto lenses are most helpful.

Painting and sketching in nature is possible at nearly all sites open to the public. Sometimes, sites host public displays of artworks created on the refuge.

Sheltered picnic tables are available at the Pelican nature trailhead, from 1/2-hour before sunrise to 1/2-hour after sunset, every day.
