The U.S. Fish and Wildlife Service seeks public comment on a draft Habitat Conservation Plan (HCP) for the Phillips Single-Family Residential Development Project in San Luis Obispo County, California. The draft plan outlines strategies to avoid, minimize, and mitigate impacts to the federally endangered Morro shoulderband snail from activities necessary to the construction of a single-family residence and associated uses.
Richard Phillips has submitted an HCP in support of the application for a 10-year incidental take permit pursuant to section 10 of the Endangered Species Act, for impacts to federally-listed species that may occur incidental to otherwise lawful activities. The Service invites comments from the public on the application for a 10-year incidental take permit, including the draft HCP and a low-effect screening form.
A Notice of Availability will publish in the Federal Register on August 16, opening a 30-day comment period that will close on September 17. A copy of the draft HCP and draft low-effect screening form and environmental action statement is available online at http://www.fws.gov/ventura/.
