The U.S. Fish and Wildlife Service seeks public comment on a draft Habitat Conservation Plan (HCP) for the BAE Hollister Test Facility near the city of Hollister in the County of San Benito, California. The draft plan outlines strategies to avoid, minimize, and mitigate impacts to the federally endangered San Joaquin kit fox and the federally threatened California red-legged frog and California tiger salamander from the test facility’s soil remediation activities.
BAE Systems Land and Armaments L.P., has submitted an HCP in support of their application for an incidental take permit pursuant to section 10 of the Endangered Species Act, for impacts to the San Joaquin kit fox, the California red-legged frog and the California tiger salamander that may occur incidental to otherwise lawful activities. The Service invites comments from the public on the application for an incidental take permit, including the draft HCP and a low-effect screening form.
A Notice of Availability will publish in the Federal Register on August 15, 2017, opening a 30-day comment period that will close on September 14, 2017. A copy of the draft HCP and draft low-effect screening form and environmental action statement is available online at http://www.fws.gov/ventura/.
