U.S. Fish and Wildlife Service seeks public comment on draft habitat conservation plan and categorical exclusion for 12 Rancho San Carlos (Ocho West) Project, Monterey County, California

Service seeks public comment on a draft Habitat Conservation Plan (HCP) and associated draft Categorical Exclusion (CatEx) for the 12 Rancho San Carlos (Ocho West) project in Monterey County, California. The draft plan outlines strategies to avoid, minimize and mitigate impacts to the federally threatened California tiger salamander and federally threatened California red-legged frog.

The Applicant has applied for a permit for incidental take of the Central Distinct Population Segment (DPS) of the California tiger salamander and California red-legged frog. The potential take would occur in association with activities necessary for the construction of a single-family home and accessory dwelling unit, improvement of the existing driveway, revegetation of temporarily disturbed areas, and invasive species management on 5.9 acres of habitat occupied by the covered species.

A notice of availability published in the today, opening a 30-day public comment period. The Service will consider comments from all interested parties received by July 20, 2020. Information on how to submit comments is available at by searching under docket number FWS–R8–ES–2020– N078.
