Service Updates Public Engagement Strategy for Sierra Amphibian Proposals

Draft Economic Analysis
Scheduled for availability fall 2013, the draft economic analysis outlines the incremental costs associated with critical habitat designation.  The Service will make that available to the public and open another comment period so the public can comment on the draft economic analysis and the two proposed rules again. 

Community Meetings
After the draft economic analysis is available, the Service will present information and address questions and concerns at two public meetings that will be held in two separate counties where the critical habitat is being proposed.  The Service will announce the dates and places when the draft economic analysis is available.  Written public comments can be collected at these meetings for the record. 

Public Hearing
The Service will hold one public hearing after the draft economic analysis is available. This is to provide a forum for people to verbalize their comments for the record and written comments can be accepted as well. The date and location for the public hearing will be announced when the draft economic analysis is available.

The Service seeks information regarding any threats to the species and regulations that may address those threats.  The Service will accept comments through November 18, 2013 on the two proposed rules.  Comments may be submitted online at the Federal eRulemaking Portal at http://www.regulations.gov.  The Docket Number for the proposed listing rule is FWS–R8–ES–2012–0100 and for the proposed critical habitat rule is FWS–R8–ES–2012–0074.  Comments can also be sent by U.S. mail to:

These three amphibian species live only in parts of California’s higher elevations.  The science on the species indicates that their survival is at serious risk by habitat degradation, predation, climate change, and inadequate regulatory protection.  The Service has proposed protections for these species under the ESA.  Before any final decision is made, the Service will review all public comments, consider independent evaluations of the proposals from experts, and make the draft economic analysis available to the public, and consider public comments about the analysis.
