The structure of the Monument Management Plan will be similar to a Comprehensive Conservation Plan, which provides a 15-year guide, using the best available scientific knowledge, to help managers achieve the purposes for which each refuge (and in this case, monument) was established.  

The plan will outline a vision, goals, objectives, and management strategies for the Marianas Trench Marine National Monument. It will be accompanied by an Environmental Assessment describing the alternatives considered and their environmental effects. Opportunities for public input will be announced throughout the planning process.
