Public Notice for Compatibility Determination Public Review


The Refuge Manager of Alaska Peninsula and Becharof National Wildlife Refuges is evaluating whether commercial filming and commercially guided wildlife viewing, wildlife photography, interpretation and environmental education are compatible with the purposes for which the Refuges were established. If the use is found compatible with refuge purposes, the Refuge Manager may allow the use through the special use permit program.  

We invite the public to provide relevant information and express their views on whether or not this kind of activity will materially interfere with or detract from the refuge’s ability to meet its mandated purposes. Refuge purposes include: conserving fish and wildlife populations and habitats in their natural diversity; fulfilling international treaty obligations with respect to fish and wildlife and their habitats; providing the opportunity for continued subsistence uses by local residents; and ensuring water quality and necessary water quantity within the refuge.  Portions of Becharof Refuge lands are designated as a Wilderness Area, and therefore, the purposes of the Wilderness Act are supplemental to refuge purposes and will also be considered in the compatibility determination.

The draft Compatibility Determination is posted below. Hard copies of the determination may be viewed at the King Salmon Visitor Center and the USFWS Office in King Salmon, AK. In addition to consulting with Federally recognized tribes on this issue, a 30-day public review will begin on Monday, August 26th, 2019. Written comments must be submitted by September 27th to Alaska Peninsula/Becharof NWRS, PO Box 277, King Salmon, AK, 99613 or via email at becharof@fws.gov. You are welcome to comment prior to or during this time. The 1997 National Wildlife Refuge System Improvement Act requires the Refuge Manager to determine whether any proposed or existing public use will "materially interfere with or detract from" the refuge's conservation mandates before it is permitted or allowed to continue. All compatibility determinations must be made in writing and follow uniform procedures that include providing notice to the public and inviting comment on pending determinations.
