Appendix F Public Comments

Access Instructions
Appendix F is presented in a document frame. To find a particular comment letter, see the comment letters index provided below.
Use the bookmarks on the left to access main sections of the document. Expand and reduce the bookmark outline by clicking on the "+" and "-" symbols.
Within each section, use the plain forward and back arrows to access each page. For example, if you want to read Comment Letter C2, click on the bookmark for C2, then advance to other pages within C2 by clicking on the arrow buttons.
To find the response to a particular comment, go to the comment letter of interest in Section F.3 and find the comment number. On the right-hand side of the comment letter, the comment number (assigned to the comment) is cross-referenced to the response number (the response that applies to the comment number).
Click on the comment number, which is linked to the matching response in the comment response matrix. After reading the response to the comment, return to the comment letter by clicking on the link to the comment letter in the third column of the matrix. Scroll up or down to see responses to similar comments, or click on other comment number links in the third column to see similar comments.
Links take you to the top of the page where the link actually appears. In some cases, you may need to scroll down the page to see the text you want to read.
See the list below for an index of comment letters.
