April 1, 2003 Final Rule to Reclassify/Delist the Gray Wolf
This "Final Rule " is not in effect
On January 31, 2005, a U.S. District Court in
Portland, Oregon vacated and enjoined the Final Rule and the Department
of Justice declined to appeal the decision. The Vermont
District Court ruled similarly. Therefore, the Service considered that
the gray wolf reverted back to the ESA status that existed prior to the 2003 reclassification (i.e., Threatened in Minnesota and Endangered in remainder of conterminous U.S.).
