Throughout planning for a proposed national wildlife refuge in Union County, Ohio, east of Columbus, members of the local community said that protection of the Little Darby Watershed was important to the community and should be left in the hands of the community. The U.S. Fish & Wildlife Service withdrew the proposal to establish a refuge. Instead, the Service encouraged the community to define an approach to conservation incorporating land protection techniques as well as conservation education.

Rather than complete an environmental impact statement that was under way as part of the refuge proposal, Service planners decided to prepare a final report documenting the reason a refuge was proposed and discussing various programs that could assist the community in pursuing local conservation efforts in the watershed.
