Public Law 116-9

Public Law 116-9, enacted on March 12, 2019, adopts two revised maps depicting two CBRS units in Gulf County, Florida, Unit P30 and Unit P30P. The maps remove areas that were inappropriately included within the CBRS in the past and add areas that meet the CBRA criteria for inclusion within the CBRS. They also reclassify certain areas from System Unit to OPA, and vice versa. These maps make progress towards fulfilling a mandate in the Coastal Barrier Resources Reauthorization Act (Pub. L. 109-226) to modernize all CBRS maps and make recommendations for the expansion of the CBRS.

The Service transmitted to Congress final recommended maps for Cape San Blas Unit P30/P30P located in Gulf County, Florida. The Service’s final recommended maps for these CBRS units, dated October 7, 2016, were prepared following a 45-day public review period of proposed maps in 2016. The Service subsequently produced slightly revised versions of these maps dated December 19, 2018. The 2018 final recommended maps are identical to the 2016 final recommended maps except that the newer maps have updated aerial imagery and do not include the addition of a 3-acre developed area located at the edge of the unit and along State Route 30-A.

Archives of the 2016 final recommended maps, summary of the public comments received and the Service's responses to those comments, summaries of the final recommended changes, and the Service’s earlier proposed maps and associated documents are also available below. Copies of the comments submitted to the Service during the public comment period are available on the Federal e-Rulemaking Portal at http://www.regulations.gov. The revised final recommended maps for Unit P30/P30P (dated December 19, 2018) would remove 65 acres from the CBRS (52 acres of land above mean high tide and 13 acres of associated aquatic habitat) and add 639 acres to the CBRS (61 acres of land above mean high tide and 578 acres of associated aquatic habitat). The revised final recommended maps for Unit P30/P30P would remove approximately 42 structures from the CBRS and do not add any structures to the CBRS.
