Final Revised West Indian Manatee Stock Assessment Report

In accordance with Marine Mammal Protection Act of 1972, as amended (MMPA), and its implementing regulations, we, the U.S. Fish and Wildlife Service (Service), announce that we have revised our stock assessment reports (SAR) for two West Indian manatee stocks: the Florida manatee stock and the Puerto Rico stock of Antillean manatees (Trichechus manatus latirostris and Trichechus manatus manatus, respectively), including incorporation of public comments. We now make these two final revised SARs available to the public.

The USFWS Caribbean Ecological Services Field Office (CESFO) and the North Carolina Cooperative Research (NCCRU) Unit would like to announce the completion of the study titled Science Summary in Support of Manatee Protection Area (MPA) Design in Puerto Rico.
Through an Intra-Agency Agreement, CESFO has been working with the USGS NCCRU to study manatee coastal habitats based on multiple factors, including the quantity of manatee key ecological attributes (seagrass, shelter, freshwater) and their location in relation to anthropogenic threats. Since manatees are at a high risk from watercraft collisions and harassment, the future designation of Manatee Protection Areas (MPAs) in Puerto Rico is considered an essential step towards the recovery of the species. Years of established MPAs in Florida have successfully reduced threats to the manatees, facilitating its road to recovery.
The completion of this document represents a major first step towards to the future recovery of the Antillean manatee in Puerto Rico. It is believed that manatees in Puerto Rico do not interact with other manatees in the Caribbean or Florida. It is essential that coastal habitats in Puerto Rico be protected not only for the long term survival of the manatee on the island, but also for biodiversity and human benefit.
This document is considered the most current and one of the most comprehensive manatee studies available for the Puerto Rican Antillean manatee population. It includes the best available scientific information and identifies the regions of the island most suitable to reduce known threats to the species and will serve as the basis for the USFWS to propose MPAs in Puerto Rico.

2012 Draft Revised Florida and Antillean Manatee Stock Assessments Available for Review and Comment

The U.S. Fish and Wildlife Service (Service) has developed draft revised marine mammal stock assessment reports (SAR) for the two West Indian manatee sub-species: the Antillean manatees in Puerto Rico and the Florida manatee.
The formal Notice of Availability published on Wednesday, March 28, 2013, in the Federal Register. A public review and comment period is now open for 90-days. Comments and supporting information must be received on or before June 26, 2013.
