Hanalei NWR Viewpoint Meeting, August 2017


Project Background and Overview:

The U.S. Fish and Wildlife Service (Service), in cooperation with the Hawai‘i Department of Transportation and County of Kaua‘i, is proposing a project designed with safe access to the Hanalei National Wildlife Refuge to allow for enhanced opportunities to interpret the Refuge’s mission and purposes. Those include conserving cultural resources and endangered species, as well as providing wildlife-dependent recreational opportunities and environmental education for local families and visitors. The proposed site would provide ample parking, interpretive information, and wildlife observation for the Hanalei NWR that is otherwise closed to public access.

The proposed site of the Hanalei Valley Viewpoint is on a high bluff that looks across to the Hanalei River and the Hanalei Valley National Wildlife Refuge (NWR). Formerly a tree farm and landscape nursery, the site is approximately 5.0 to 5.5 acres in size and is located adjacent to the Kūhiʻō Highway. The Princeville Golf Course is located northeast of and across the highway from the site. The land southwest of the site is part of the NWR, and the parcels to the southeast are proposed to be developed for residential use.

The site slopes gently from south to north, and its western sections slope steeply to the Refuge and the Hanalei River in the valley below. Dense vegetation encircles the site and screens the parcel from the highway and valley. Much of this vegetation is non-native and, because of the density of the plants, in many places poses a physical barrier.
