The Service's West Virginia Field Office receives requests from various entities for installation of communication towers or cell towers throughout the State of West Virginia.
Our office recognizes that individual project review is not required under certain conditions, such as small-scale projects that have routine and predictable minor or discountable impacts on the environment. To streamline the review process for communication and/or cell towers, our office has developed a standard letter that provides avoidance and minimization measures, as well as procedures for project review and reporting.
We encourage entities interested in installing, operating, and/or maintaining communication towers in West Virginia to follow the procedures set forth in this letter (pdf-252KB).
In addition, we encourage interested entities to review the voluntary guidelines (pdf-69KB) developed for the siting, construction, operation and decommissioning of communication towers. These guidelines are designed to assist tower companies in developing their communication systems in a way that minimizes the risk to migratory birds and threatened and endangered species.
