Washington Maritime National Wildlife Refuge Complex includes Dungeness, Protection Island, San Juan Islands, Quillayute Needles, Flattery Rocks, and Copalis Refuges. These Refuges provide critical habitat for the majority of seabirds breeding in Washington State. In addition, Dungeness Refuge, which includes a large portion of Dungeness Bay, provides important wintering and migrating habitat for a number of shorebird and waterfowl species, particularly black brant geese.
