The terms of the deed of donation require the refuge to be managed as a "wilderness" like setting for wildlife. Restrictions include prohibiting hunting, fishing, trapping, motorized vehicles and tree cutting.

Primarily, management is limited to maintaining the hiking trails through the refuge, which are cared for through an agreement with the Friends of the Wapack who also maintain the entire Wapack Trail. Some periodic migratory bird surveys have been conducted by refuge staff and other birders. The Friends of the Wapack publish a trail guide and also offer occasional guided walks.

The refuge also has a Memorandum of Understanding with the Mountain View Hiking Club to maintain the Ted and Carolyn trails.
