Stillwater National Wildlife Refuge is a part of the Great Basin, in the Lahontan Valley. This geographic region covers most of Nevada, western Utah, southeastern California, and southeastern Oregon (also a tiny portion of Idaho). All of the water that falls in this area, is just like water falling into a bowl, there is no way out but up. There are no rivers flowing out to the ocean from this region. The only way for water to escape is through evaporation, and since most of this area is desert habitat, there is 5 inches of rainfall and about 5 feet of evaporation per year at Stillwater!
