| Safe Harbor Agreements (SHAs) are voluntary agreements with non-Federal landowners under which:

| 1) A landowner agrees to carry out specified improvements to benefit a listed species, and
|
| 2) the government authorizes the landowner to remove the improvements and to take listed species back to baseline conditions. |
| The advantage for the landowner is that regulatory burdens of participating in frog recovery are removed for any frog populations that are placed on or colonize the landowner’s property after the agreement is in place. The benefit for the recovery program is that it makes it easier for us to find landowners willing to assist us with recovery of the frog.

| Two SHAs are now in place: Malpai Borderlands Group – extreme Souteast Arizona and Southwest New Mexico, and 2) Arizona Game and Fish Department (AGFD) - Statewide SHA covering the entire range of the frog in AZ (see "Link" for more information). These SHAs allow interested non-Federal parties to enter into a SHA with the USFWS through a Certificate of Inclusion with Malpai or AGFD. We are in the process of evaluating additional potential SHA projects.
