Current
Status:
We are currently reviewing the comments provided by members of the public, interested agencies, and various organizations regarding our draft Refuge goals and preliminary management alternatives. After considering these comments, the management alternatives will be refined and fully described in the environmental assessment (EA) for the draft Comprehensive Conservation Plan (CCP). The potential environmental consequences of implementing the various alternatives will be also be analyzed in the EA. The draft CCP and EA should be available later this fall, at which time we will again be soliciting your comments.
Draft Refuge goals are presented in Planning Update 3 and are provided online here:
DRAFT REFUGE GOALS
The preliminary management alternatives proposed for evaluation in the draft EA are summarized in Planning Update 3 and are provided in detail online here:
PRELIMINARY MANAGEMENT ALTERNATIVES
Included in the discussion of alternatives are various designated trail system proposals. Maps illustrating the different trail alternatives are available online here:

Project Background:
The U.S. Fish and Wildlife Service
is developing a Comprehensive Conservation Plan (CCP)
and an environmental assessment (EA) for the San Diego
NWR, which includes the Otay-Sweetwater Unit and the Vernal
Pools Stewardship Project. An overview of the CCP process
is provided in Planning
Update 1.
Public scoping began in May 2006
and public scoping meetings were held on June 14 and June
15, 2006. The results of the initial scoping process
are summarized in Planning
Update 2. You can also view the full array of comments received during the initial scoping process online here:
We would like to thank everyone who has participated in
the process to this point and we encourage your continued
participation.
