What Is A CCP?
A comprehensive conservation plan (CCP) is a 15-year plan that identifies issues, goals, objectives, and strategies for refuge management. The CCP provides refuge managers a blue print for management, and it provides neighbors and others a clear picture of what the Service intends to do in terms of managing the habitat, protecting the wildlife, and providing a place where people can enjoy wildlife-dependent activities. The planning steps are:
1. Gather information
2. Identify issues/public scoping
3. Develop management alternatives and evaluate their impacts
4. Prepare a draft plan for public review
5. Revise and release a final plan
Why Does the Service Prepare CCPs?
In 1997, the National Wildlife Refuge System Improvement Act directed the Service to prepare a CCP for every national wildlife refuge within the Refuge System. The Service's planning policy (pdf, 353.6 KB) and planning goals outline a collaborative approach involving communities, neighbors, agencies, conservation organizations, and many others. We hope to strengthen the partnerships we have today and forge new ones as the planning process develops. It also provides many opportunities for the public to be involved with planning the future of a national wildlife refuge.
Butte Sink, Willow Creek-Lurline, and North Central Valley Wildlife Management Areas CCP
The Service has begun the CCP process for Butte Sink, Willow Creek-Lurline, and North Central Valley Wildlife Management Areas (WMAs). These WMAs include both Service-owned lands and private lands protected with conservation easements. Planning Update #1 (pdf, 1.9 MB) was sent to over 400 individuals, agencies, and organizations in November 2009.

Sacramento, Delevan, Colusa, and Sutter NWRs CCP
In July, 2005, the Service began the CCP process for Sacramento, Delevan, Colusa, and Sutter NWRs. The Notice of Intent (pdf, 55 KB) was published and Planning Update #1 (pdf, 2.1 MB) was sent out to over 450 individuals, agencies, and organizations. Public scoping meetings were held in Willows, Colusa, and Yuba City. Scoping is now complete and the CCP Team has analyzed the comments received. Planning Update #2 (pdf, 1.1 MB) was released in April 2006 and Planning Update #3 (pdf, 184 KB) was released in July 2008.
The Final CCP and Environmental Assessment (EA) for Sacramento, Delevan, Colusa, and Sutter NWRs is available for review.

Sacramento River NWR CCP
The Final Environmental Assessment Supplement (pdf, 2 MB) for the Sacramento River NWR regarding hunting cumulative impacts is now available. The Response to Comments (pdf, 122 KB) and Finding of No Significant Impact (pdf, 156 KB) is also available. We would like to thank everyone that provided comments during this process. No changes to the hunt program are expected at this time.
