"Compatiblity has a special meaning in the National Wildlife Refuge System. Refuges are for wildlife first and its our job in the Fish and Wildlfe Service to make sure that no non-wildlife uses occur that will prevent us from achieving the wildlife and habitat purposes of each National Wildlife Refuge (NWR). Before any use is allowed, the Refuge Manager has to make a formal determination that the proposed use is compatible and also make those proposals available for public comment.
