The refuge encourages schools to visit the coast to learn about the wildlife and habitat protected under the National Wildlife Refuge System.

Wildlife Observation
The islands provides nesting habitat for an estimated 1.1 million seabirds, more than nest along the coastlines of California and Washington combined. Although the offshore rocks, reefs and islands are closed to public use, they can be seen from a number of locations on U.S. Highway 101 and many state park viewpoints.
